Gas for Africa Report, 2025 Edition
Today, 24 November 2025, the International Gas Union (IGU) and Hawilti, supported by Africa Finance Corporation, have released the second edition (2025) of Gas for Africa Report.
This report offers vital updates on Africa’s natural gas sector, covering domestic monetisation and export infrastructure. It builds on the findings of the 2023 Gas for Africa Report and reinforces the case for a pragmatic utilisation of African natural gas resources to create a secure and sustainable energy future for the continent – economically, socially, and environmentally.
Gas-to-power accounts for a disproportionately large share of natural gas use in Africa, reflecting a missed opportunity to harness natural gas more extensively across the continent’s economies. If left unaddressed, Africa risks falling behind in an increasingly competitive global natural gas market.
The 2025 edition of the Gas for Africa Report examines Africa’s broader energy deficit, which goes far beyond just household electricity or clean cooking. Access, although vital, is only a part of a much larger systemic gap.
Overall energy supply per capita in Africa has stagnated for several decades (see Figure below): while the per capita electricity consumption has declined over the past twenty years, the per capita energy supply has stagnated for the past 40 years.

Mr Menelaos (Mel) Ydreos, the Secretary General of the IGU, said:
“The recommendations of this Report are a call-to-action: unless the African continent and its entire natural gas value chain, together with national governments and the finance community, accelerate technological and commercial innovation and put in place clear, stable, and investable regulatory and pricing frameworks, much of the continent’s natural gas resource will remain a missed opportunity.”
